About CCEA A Level Economics A2 2 Economic Development
Economic development in Unit A2 2: Managing the Economy in a Global World looks beyond GDP at the wider wellbeing of people in less developed countries. You need to distinguish economic growth from economic development, and measure development using indicators including the Human Development Index (HDI) along with their limitations. You then examine factors that limit growth and development in less developed countries, strategies to promote it, the role and effectiveness of overseas aid, and the work of the World Bank and the International Monetary Fund. CCEA questions often ask you to compare GDP per capita with HDI, explain barriers to development, or evaluate whether aid helps.
What you need to know
- Growth versus development Growth is an increase in real GDP. Development is a broader improvement in living standards, including health, education, freedom and reduced poverty. Growth can occur without development if gains are unequally shared.
- Human Development Index Combines three dimensions: a long and healthy life (life expectancy), education (expected and mean years of schooling) and a decent standard of living (GNI per capita at purchasing power parity). Values range from 0 to 1.
- Other indicators Infant mortality, literacy rates, access to clean water, proportion of the workforce in agriculture and measures of poverty. No single indicator captures development fully.
- Barriers to development Primary product dependency and volatile commodity prices, low savings and investment, poor infrastructure, corruption and weak institutions, debt, conflict, low human capital and limited access to markets.
- Aid Can be bilateral or multilateral, tied or untied, grants or loans. It can fund health, education and infrastructure, but may create dependency, be misused or be tied to the donor's interests.
- World Bank and IMF The World Bank provides long-term loans and expertise for development projects and poverty reduction. The IMF promotes global financial stability and lends to countries with balance of payments difficulties, often with conditions attached.
Common mistakes in A2 2 Economic Development
- Using growth and development as if they mean the same thing.
- Listing the HDI components incorrectly, for example including inequality or pollution.
- Assuming aid always promotes development; evaluation must consider dependency, corruption and tied aid.
- Confusing the roles of the World Bank and the IMF.
